IP CCTV is usually the stronger platform for a new structured installation because it supports PoE, scalable networking and richer device features. HD analog can remain sensible when tested coaxial cabling is already in place and the goal is a controlled upgrade with minimal disruption.
The difference is the signal path
An IP camera sends digital video over a network to an NVR. Modern analog systems send video over coaxial cable to a DVR, commonly with separate power. Both can produce HD footage; architecture and upgrade path differ.
When IP is usually the better design
IP suits new CAT6 infrastructure, PoE power, multi-building networks and advanced analytics. Switch capacity, bandwidth, segmentation and credentials must be planned.
